If a man had a starving family and refused to steal food to help feed them, that would be morally wrong. It's the responsibility of the heads of the family (i.e. husband, wife, and or main breadwinners) to supply food for the ones who cannot support themselves (i.e. the children and babies.) It is the responsibility of the breadwinners, or rather, their obligation, to satiate all the basic needs of their charges and to not meet them is cruel.
While the government tries to help those who are in dire need of aid, sometimes it may not come fast enough and one must get their basic needs satisfied through less than ideal means. It's true that taking from others is not right, but it would be completely wrong for someone not to try to keep themselves alive. In fact, such a thing would go against our nature. We as humans have this strong desire to live and to ignore it is not a part of who we are. Wanting to live isn't even unique to us - almost all animals will fight to survive. It's not about being good or virtuous; it's about our basic instinct to live.
