"Are there some criminals who are truly impossible to rehabilitate?"

I personally believe that yes, while sometimes people change, most of the time, they don't. Sometimes, jail hardens criminals, and sometimes, people who make mistakes learn their lesson. There are various factors too, why some people don't learn. Mental defect is an example. There are some people out there who have no remorse for their evil actions, like sociopaths. There is no cure for being a sociopath, at least not at this point in time, so how can we try to correct them when they don't fit into society?

Question: Is there ways to make people fear the law at an older age or is it a deep seeded thing that's set at a younger age?
